outdoor fuel oil tanks

I have an outdoor fuel tank for my oil burner. the house is on a slab, so there is no basement to put the tank in. I am currently without heat due I think to my oil having turned to gel due to the extreme cold weather ( currently -20f). My fuel oil dealer is supposed to be adjusting the mixture to keep it from turning to gel in cold weather. I have attempted to bleed the lines to both my oil burners, but on one I get a very limited flow and none from the other. The oil tank is half full so there is room to add kerosene, but if I can't get flow from the tank how do I get the lines flowing again. What suggestions do you have for short or long term solution. I have called for service so I am not in immediate need of answers but would like to have suggestions for future reference.
