Fresh air to the furnace burner

We have just moved into our Brand new home it was the model and doesen't have a 90 plus furnace and feel it would be to expensive to upgrade it now. There is a duct from the out side for the furnace burner to draw on and when it is really cold out here in Michigan the whole basement is cold. Is there anyone who sells a do it yourself electric damper that would only open when the furnace runs. I covered the inlet on the outside of the house but that caused a draft from the fireplace.
