How to bleed steam radiators

Our home has several radiator. These radiators have two different type valves on them.
One valve turns so I can select low, medium or high heat flow to it.
The others have a valve that looks like a bullet. There is a tip on the end with a small hole in it. It looks like I should be able to turn this tip to adjust the flow but it is not a separate piece from the base of the valve.
There is a handle valve on the base of these radiator.
How do I adjust these radiators so I can get heat from them?
