You should not have a "master" GFI, they are not recommended to be in series. Also it appears the lower one is miswired and first in line since it trips when you trip the upstairs one. I would do one of two things, either remove the upstairs GFI and allow the lower one to protect the circuit (label the outlet upstairs with the blue label) or wire the downstairs one such that it protects the lower powder room and a straight feed goes upstairs so that the upstairs GFI protects that outlet. When you are all done you should have protection but only one should trip!
