Basement spring?

Alright, I have been looking for information similar to this discussion for a long time and you guys are the closest to my concern I have found so far.

I bought a 3 year old house (no history of water in the basement) in Delaware back in April of last year. We had an incredibly rainy spring and summer this year but I began to notice that the sump pump was discharging every 20-30 seconds after we had been in the house for about 1 month. Really never even occurred to me that this was a big deal because my neighbors were having the same problem. However, when the rains stopped so did their sump pumps. Not mine. I has been discharging non-stop every 20-30 seconds ever since.

It is not a broken water main and it is not being caused by re-cycling inadequately draining stormwater. Nearest I can tell is that it is a previously dormant spring right underneath my house that has been re-activated by all of the rain and that it will continue to flow even in the absence of rain. When I say flow I mean FLOW. Picture turning on 4 or 5 garden hoses full blast right into the crock of your sump pump and you get an idea of the volume of water I am talking about.

I have talked to a dozen different people about how to about fix this problem but have come up with nothing. I have installed a hydrostatic sump pump as a backup and planted some draining pipe that goes all the way around my house and discharges near the street. These have kept my basement itself dry (except for the constant water in the French drains) and my yard at least usable. However, no one has yet come up with any ideas about how to stop the water from flowing into the basement.

I am out of ideas for even who to contact to address this situation. Would appreciate any advice and especially any type of estimate for the timing or expense associated with this type of fix. I can't be the only one this has ever happened to.
