Do not put down the laminate before the counters for 2 reasons.
You will need to buy more square footage than you actually need, and you will keep the laminate from expanding and contracting. The cabinets will be screwed down in place right? Laminate is a floating floor, and if you make it a non floating floor by screwing down into it, then it won't matter WHAT brand you buy.
Quarter round is not used to finish off the expansion space under cabinets. The cabinets should have molding already, and you can just install it after you install the laminate.
If you think I may be wrong, post this same question to other forums and see what you come up with.
