i'm not sure but the downstairs thermostat when it calls for heat must tell a valve to open somewere. maybe that valve is not opening or is not getting the power to open.if you have 2 thermostats then you must have 2 i believe they are called zone valves.find them and feel the pipes leading from them may give a clue as to whats wrong.see if they are getting power.
