septic on widbey island, washington state

a friend just bought land on widbey is. where they use a mound type septic system. reaserch and talking to locals say these are prone to some area of failure in 5 to 10 years. the island has a hard pan, but i don't know how deep. is there an alternative ( less expensive ) to install besides an aerobic or dry composte/heater system?
