Help with hardwood Floors

I am restoring an old harwood floor, but there is tar and tar paper coving a lot of it. When scraped and sanded, the wood underneath is beautiful. Does anyone know the easiest way to remove old tar and paper? Will an industrial drum sander do the trip ? How "clean" does the floor have to be to get the most use out of the drum sander? My knees and back are tired of scraping!!Help...Thanks to all.
