Can prep with TSP and use the best damn paint you can find. Then sell the place before the paint starts bleeding, about 6 to 8 years.
Personally, I would take the $300 your going to spend on paint plus ??? hours labor and go with vinal siding. Think about additional insulation while the siding is off. So you spend a little more now, but think of the resale...
