I used to work for the municipality water department. I have seen two cases that relate to your problem. The first being, the homeowner had a small leak in the water line from his meter to the house. The 2nd, was a city main had developed a small leak and found its way to the nearby house. Odd as it may seem, in both cases the water found its way into the homeowners basement. Just an idea. You might call the water department and have them check to see if your meter is running or if there is a noticeable leak on their line. This is just a speculation as I do not know how far your house is situated from the City main.
