I think the 2x3's might be too springy for the 8 foot span. Remember the new studs will not touch the old wall at all and will be supported at the top and bottom only.I would use 2x4's on edge instead. Just make sure you find good dry straight ones or they might bow.
No need for anything on the inside of the new wall.
I would space the new wall 1 inch from the old.
Finish the outside with 5/8" drywall for best results.
Sounds like a good weekend project.
