Desiree, the process is the same as for drywalled walls. You remove the vinyl or shiny layer and then remove the glue and paper residue with hot water and either white vinegar or a commercial product like DIF. Wearing gloves to allow you to handle the hot water and with long arms with the ends of the cuffs folded back to catch any water from coming down your arm is a help. You apply the hot water with a sponge or sprayer, wait for the glue to release, 10-20 minutes, then remove the residue with a putty knife. It might be easier to use a wide putty knife, but that depends on the situation. I have a couple of old knives with the corners of the blade rounded with a file so they don't dig into the wall as easily but this isn't really necessary. It is necessary to get all the old glue and residue off with the water since these don't sand easily.
After the paper has been removed, you patch the wall with spackle to fill any holes, just like you do with drywall, and then sand, prime and paint.
