bathrm. paint bubbling

I painted my small bathroom dark red in my newly (& poorly) renovated apt. The paint has just started to mildew, bubble & sag in certain areas near the shower. I have an overhead exhaust fan & a dehumidifier to fight moisture. I popped a few of the LARGE bubbles and water & wet plaster came pouring out. Is this problem due to bad paint/paintjob, or due to the poor construction of the walls? The wall underneath the paint is very moist & soft, like mush. So do I need to completely remove all the paint? Do the walls need redone??? WHAT IS THIS & HOW DO I FIX?PLEASE HELP!!!! (Please Note: I am a girl w/ NO painting or home repair experience!)
