Removing Carpet glue

We are trying to remove carpet glue from a cement based floor in the hallway of our police department. We do not not know what kind of glue it is but we have tried buffers and scrapping and in two days have only removed a very small portion...We need it clean to be able to put ceramic tile in the halls. Any advice appreciated.Thanks you in advance.
