Depending on how heavy the texture is, a lighter texture say 1/8- 1/4" may be capable of scraping with 6" putty knife to knock tips off. Applying a bonding agent such as plasterweld and allow to dry to touch. You can then apply drywall compound over this in combination with a 4 oz. or 6 oz, weight reinforced mesh in 38"-48" wide rolls. Apply at least three coats of mud over surface and mesh, as smooth an application as possible,and sand prior to painting.
For heavier textures, scrape off tips as able as you can, apply bonding agent over and allow to dry to touch. Plaster over and finish surface.
