If you use a wire nut, twisting the wire will not be necessary, although, no problem if you do. Most solid wire splices are not twisted at the connection, but the wires may be pigtailed together below the splice to keep them from moving. (Stranded wire is twisted, but for sheathed electrical cable solid wire, it is not necessary) A wire nut creates a strong bond and is code for most splices. The nut threads cut into and hold the wires in place and improve electrical bond. Optionally finish with some electricians tape wrapped counter clockwise at the base of the nut.
