They make them so cheap nowadays you wonder why they work right out of the box. First thing to do (power off) is check for loose connections at each switch, but it sounds like an internal contact on one toggle is sticking. Does one switch feel different now? Click differently? You can check them with a meter or just guess and replace them one by one. You should not try to repair a switch
