Contractor used latex over oil on wood and HM frames without priming.....Paint peels readily with fingernail and when hit with wheelchairs, etc.......What is prudent fix, i.e., looking for long term corrective measure.....Should paint be stripped then repaint....Or what is (best, long term relative to maintenance)solution....Thanks
