King Electrical - http://www.king-electric.com/ -(Seattle) has an 8,000watt heater at 240vac 1ph. That heater produces 27,304BTU/H. The next size down is 5000watt at 240vac, 1ph, and that produces 17,065BTU/H.
The 8kw heater will need a 50amp 2-pole circuit and the 5kw would need a 30amp 2-pole circuit.
19,000BTU/H = 5567watts
24,000BTU/H = 7032watts

Baseboard is a viable solution, just be aware of stratification. Ceiling fan(s) will solve that.
