Construction adhesive will work. Just be sure the type you get will bond equally well to concrete and treated lumber. (Remember, your bottom plate needs to be treated or some other type of naturally rot resistant lumber.)
You can also avoid adhesive and fasteners by fastening the top of the partition and shimming it tightly at the bottom plate.
