Pretty much every extruded PVC fence material has this sheen due to the extrusion process. It will oxidize and chalk over time - the less expensive products generally chalk more rapidly due to more filler materials, and are usually more brittle, especially in cold weather. Some manufacturers have "wood look" pattern material, but at a higher cost. Consider installing this yourself - relatively easy and well worth the effort for a "permanent" fence.
