stairs refinishing

My staircase needs restoration work. The spindles and hand rail are in excellent shape. They only need a coat of varnish because it has worn off over the years. The steps need work. In some spots it is actual bare to the wood and black. How do I refinish my staircase. The colour of the stain is light oak.
