Hi Stewart, your mom's house and I have something in common, we were both built in the 50s and we both need minor restoration. Use a wire brush, one that is used as a drill attachment or similar works great, be sure to wear your goggles! you may want to sand next to smooth out edges of remaining paint. Prime with a rust proofing primer and than paint with any color you choose. A good quality latex paint will work as well as oil based, and they lesson clean up time. Some folks prefer to tape over glass to reduce overpainting onto glass, others go with the overpainting and then scrape off dried paint with razor scraper. Either way will work fine.
