I am removing wallpaper in a bathroom. I just started using a steamer, which has helped tremendously. However, on one wall in the bathroom the underlying paint seems "gummy" it peels and stretches leaving frayed rubbery edges after I scrape. It gums up regardless of whether or not I use the steamer. I was having the same problem just using DIF. In this bathroom there are at least two coats of paint over plaster.
Is there any way to deal with this? How should I smooth the wall before painting?
