** I purchased a Whirlpool washing machine model GST9675JQ0 and the timer doesn't advance. I have replaced the timer and there is 110V at the timer motor. **

If the timer's motor is getting power, the timer should be advancing. If it isn't the timer is likely defective. It doesn't happen that often with new parts but does occasionally I'm afraid (much to the bane of appliance technicians).

You are sure you're getting power at the timer's motor? You disconnected at least one of the motor leads before doing the voltage test?
