Washer Timer Sticking

Sounds right.

If the timer's motor is getting power, the timer should be advancing. If it isn't, the timer is likely defective. It doesn't happen often with new replacement parts but does occasionally I'm afraid.

It can sometimes be confirmed by connecting power directly to the timer motor's leads and seeing if it advances. If it doesn't even then, the problem has got to be in the timer.
