Thanks Henry and Joe. My sister's theory is that someone painted latex over oil paint, and thus its peeling now. Would that make any difference in terms of the efectiveness of citristrip? Would it strip the oil paint or just the latex? My house was built in 1914 so I think its likely that the oil paint underneath is lead based, though I haven't tested it. I have a toddler in the house so I would be concerned about doing a lot of sanding.
