Toilet with low water pressure

I have a toilet that takes forever to fill.
The water fill tube has a steady, but weak, flow of
water which is why it takes a long time to fill.
At times, it also sounds like it is surging with
faster (more) water pressure and then slower (less).

Does anyone know what I should do? I have checked the
water shut off valve at the base of the toilet and it
seems to be "on" all the way. The rest of the house
has very decent water pressure, and all the other
toilets are fine.
