I have painted ceramic tile & it turned out great.
First rough the surface with fine grit carbide sandpaper, clean surface good with Xylol. Prime with XIM (Sherwin-Williams store). Paint with at least semi-gloss oil based paint. A cup sprayer is almost a must with XIM because it dries so fast.
