styrofoam ceiling tiles? painting/replacing?

Hi- I have friend that just got a fixer-upper and the ceilings are some kind of styrofoam tile. The previous occupant was a heavy smoker and there are severe nicotine stains on some of the tiles (such as in the living room). I was curious how she could replace these and/or how to do it? She had wanted to paint them, but I wasn't sure if she could do that or not or even what type of paint to use.
I plan on helping her w/ this project, and this is a completely foreign area to us so any help/info./advice is greatly appreciated! :)
