Insulating concrete slab floors

I want to know the best way to insulate a concrete slab floor in my new house. The floors are coldl even with carpets being on them. I would also like to install wood floors instead. I do have about 6 inches of step down to this living room so is there a product and method of insulating this room? Thanks
