Sewer odor from basement floor drains

My problem is similar to Jeannine's above in that I have sewer odors through the whole house when it rains or snows. I believe I have traced the source to floor drains in my basement floor. I have tried to add water to the drain to stop the gas but that has not worked. I had this same problem from an old toilet in the basement which I have since disconnected and capped. I believe the floor drains may be connected to the sewer system. Is is safe to just cap off the floor drain with a rubber gasket of some kind or use concrete to seal the drain? My house is approximately 100 years old with all new plumbing. The floor drains are not original to the house and I am not sure when they were added.
