vinyl asbestos tile floor

I've uncovered the original kitchen floor which is vinyl asbestos tile. It is in pretty good shape except it is loose in an area by the kitchen sink. I plan to reset the tiles with adhesive. The masonite covering over the subfloor has some spaces to be filled. What should I use to fill spaces? Also the tile seems to have been backed with a black felt like paper or the floor was covered with the paper befor ethe floor was laid. Of course, where the loose tiles are the paper is partially disentregrated. Should I put a layer of something down before re-sticking the tiles? If so what should I use.
