frozen waste vent pipe

It is -9 degrees in northern Illinois this morning and the 4" PVC waste vent pipe on my roof
has frozen over and we are getting some sewer gas smell in the basement. This has happened before and has required a rooftop visit to open it up. Does anyone out there have any suggestions on how to prevent this problem?
