I feel your pain. Lows got into the 40s last night and we will barely reach 60 today, even in the bright sun. Oh well, just thought as a former midwesterner, I could rub in my sense of gratitude for moving to California. Anyway, the ice is caused by condensation of the moist stack gas as it hits that frigid air at the exhaust. Another roof-top visit is in order. You could wrap the pipe-end in heat tape with an extension leading down so you could plug it in and thaw the pipe as needed. But really the problem would only occur rarely in your area and it may not be worth the effort to place heat source on the stack tip. But it would prevent any additional trips to the roof.
