Ok, yes, taping around the windows with a housewrap tape meets code. But, my advice is, because over time the adhesive in the tape will break down, you should use a self adhesive butyl based flashing product instead. Dupont, Ludlow Coated Products and ProtectoWrap all make really good 4" flashing products for windows that will do a much better job weatherizing your windows so they don't leak. You can use an ashpalt based window flashing also, but the butyl based ones are easier to work with and you have a little time to reset them if you don't get them on just right the first time.
