or just scrape and put quarter inch or 3/8 inch drywall over and address edges with crown molding
or else rip it down completly and redrywall again address edges with crown molding
i say crown edges as the usual way of drywalling is to do ceiling first, then walls so you dont get cracks at corners. you would be doiing it backwards and cracking along wall to ceiling joint is likely so you want to cover that joint with molding
usually the wall drywall is butted agnist ceiling rock, supporting it
they only way you could do that is rerocking the complete room
