Ceiling cable - paint

Radiant ceiling cable - if installed correctly - should have a Delta T (temperature differantial) of 30~40 degrees F above room ambient. In a 70 degree room the ceiling should get no hotter than 110 degrees. I'm not a paint expert but I believe that should not cause a problem with even the cheapest of latex's. But obviously check with your paint supplier.
