Flat Roof - leak = torch down??? question...

Hello,

Had some nice storms come through FL this weekend, and got some nice rain inside my florida room - which has a flat roof. Had 2 estimates - both mentioned "torch down" - one guy said he will torch down over existing roof...the other said he had to remove existing roof, that torch down could cause a fire or burn the old roof, and that is the only way to do it.

Any roofers out there with an opinion (or fact) about this? Obviously removing old roof is much more expensive. first guy estimate = 900.00, second guys is about 2700.00. Roof size is 33x13.
