It's in reference to the application of a newer type of roofing material. Modified bitumen is put down like a blanket and then hit with an open flame to get it to adhere to the roof.
Ultimately it would be better to remove the old roof. Also, for such a relatively small roof, they could use felt and rubber... just a thought.
