Electrical Circuit Box Control

I just moved into a "new construction" condo building. When I first moved into my unit, the electricals were fine. After a while the power would alternately go out in various rooms that shared the same spot on the electrical circuit box. Sometimes the electricity in the whole unit would go out. Again, controlled by a single lever on the circuit box. It doesn't matter if the outlets are being used at the time or not. Is it possible for the circuit box in one unit to be manipulated in such a manner as to control the circuit box in an another unit?
