I live on the top floor of 4 story apartment building. Periodically my toilet starts flushing on it's own & sometimes won't stop, especially when they turn water off in the line & then turn it back on again. I have heard that all buildings must have a vent system for toilets & that a blockage of some sort can cause "phantom flushing." My superintendent claims ignorance. does anyone know anything about this?
