noisy line

You could be getting some pretty nasty fluctuations on the 110vrms line that are doing this.

You wouldn't pick them up with a standard DMM or D'arsonval meter, you would need an oscilloscope.

How much other "stuff" is on that circuit? You may have to run it to a seperate breaker.

for a quick and dirty test, take off the wire nuts and run and extension cord from an outlet in another room to run the light.

See if it happens then (assuming the other outlet is not on the same breaker).

If it doesn't happen, then it's line fluctuations.
