condensation venting = gas furnace

We are located in NJ & have a problem with the gas furnace condensaion pipe freezing. It is vented to the outside of the house according to code & freezes in the cold weather. What can we do to fix this problem? The pipes have been insulated & we have tried heat tape, but the freeze point is where the water exits at the outside. Any suggestions would be appeciated.
