Im assuming this is shallow ponding area like an inch or so caused by poor grading.

You can raise the lowspot or lower the highspot. It just becomes a matter of economics and personal effort whether filling (buy dirt, spread and seed) or cut through a high spot (dig, seed).

Things to think about are- where to make the water drain to, will fill make water drain towards the house, avoid filling too much against trees. If you have septic system is the lowspot over the system, in which case add fill rather than cut adjoining area, septic systems are sometimes placed under mounds, which could be causing your lowspot, if so dont cut through it.
