cut back glue

How do you remove non asbetos cut back glue from cement. I don't want to sand or use chemicals. Husband has asthma.
I would like to lay down porclean tile. I was told to take off as much glue as possible and put down gold seal crack and moisture isolation. This way in a few years the cut back will not crack tile. Is this a correct way? Was this post helpful? Yes: or No:
