Drain Valve

First, connect a garden hose to it and run the end outside where the water will do no damage. Then open the valve and get rid of the sediment. Then try closing it; work it back and forth near the closed end to clear the valve.
If that doesn't work, shut off the water supply to the house or the supply to the water heater, if that works. Set the gas valve to pilot. Then the garden hose routine again to empty the tank. After it starts to gurgle, cautiously open the pressure/temperature relief valve on top, and let the tank completely empty.
Unscrew the drain valve and replace it with a standard garden hose bibb with 3/4" male threads. Be carefull in taking it off; rock it back and forth with a pipe wrench until it comes out.
