furnace won't 'hold'

With a new thermostat, and new thermostat batteries, when you set 73 degree to 'hold', the furnace will not 'hold' 73 degrees. It tries to start up, but then shuts down. This happens three times, then stays off until temp is about 65 degrees, then goes on and heats to 73 degrees. Why does the furnace shut down when it first trys to 'hold' the 73 degree temp.?
