Toilet Partially Clogged

Our toilet partially flushes, or doesn't flush and one has to use a plunger several times to get things down, even when its just water. If we keep on doing this, will it eventually be OK or should we use a snake? How does one use a snake? What do you need, and is ther anything to watch out for to prevent problems/disasters while snaking? Will you get out yucky stuff and have to put it someplace? Where? We have a regular toilet, could we use something like for a septic tank to dissolve the clog?
